Great Question...Here is what I am finding.... I'll need to look into this further, but I would say get one. Land/Sea Travel Requirements<] As early as January 31, 2008, U.S. citizens traveling between the U.S. and Canada, Mexico, the Caribbean, and Bermuda by land or sea (including ferries), could be required to present a valid U.S. passport or other documents as determined by the Department of Homeland Security in a forthcoming separate rule. While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. We will provide advance notice so you can obtain acceptable documents for land/sea entries. I just checked a couple of weeks ago and for the rest of this year most of the crusies may not need a passport, but since there is a 12 - 16 week wait getting it, they recommend that you go ahead and apply. They said they were trying to speed things up, but as we get closer to 2008 things will probably bottle-neck, and some may not get theirs in time for their travel plans. They also told me that even with confirmed reservations they won't be leap-froging applications over each other.

OK Now I get the picture...I remember about 50 years ago, I had something similar to that. It was a snorkle attached to a small (about 2 feet long and 1 foot wide) set of inflatable pontoons. the snorkle was in the center and it had 10 - 20 feet of hose and a mouth piece. I wonder what ever happened to it....I use to use it a lot....when I was younger...I was dive certified...35 - 40 years ago...it would take a lot of hard work to get even close to be in shape to try it again...
